¹The total expenditure comprises operating expenditure and development expenditure, and excludes special transfers and top-ups to endowment and trust funds.

¹ Operating expenditure is what is spent on maintaining the operations and regular activities of the government, including expenses on manpower and operating grants to statutory boards. Development expenditure refers to longer-term investments or expenses which result in capitalisable assets, such as heavy equipment, or buildings and roads.
